Uzbekistan Project Reaches a New Development Milestone


Allied Biofuels has taken another step forward with its planned large-scale sustainable aviation fuel development in Uzbekistan’s Khorezm region.

On July 14, 2026, Topsoe and Sasol announced a licensing and engineering agreement to provide key technologies for the project’s SAF and synthetic SAF production facilities.

The agreements form part of an integrated clean fuels development valued by the project partners at approximately US$6.1 billion.

Allied Biofuels is developing the site as a large-scale platform capable of producing renewable aviation fuels for domestic, regional and international markets.

The project remains in development, with Final Investment Decision currently expected in 2027 and full-scale commercial operation targeted for 2030.

Around 300,000 Tonnes Will Use the Topsoe–Sasol Pathway


The production system covered by the new technology agreement is expected to manufacture approximately 300,000 tonnes of SAF and e-SAF annually.

It will combine Topsoe’s SynCOR technology with Sasol’s Fischer–Tropsch process through the companies’ integrated G2L fuel platform.

The proposed system is designed to work with renewable inputs including biomass, captured carbon dioxide and green hydrogen.

That flexibility would allow the project to produce both bio-based SAF and synthetic aviation fuel within the same broader development.

According to Topsoe, the complete Allied Biofuels complex is intended to produce more than 400,000 tonnes of aviation fuel annually when all production units are included.

Renewable Hydrogen Is Central to the Project


The Uzbekistan development is designed around large-scale renewable energy and hydrogen production rather than relying only on conventional refinery infrastructure.

Allied Biofuels previously signed an agreement with Plug Power for up to 2 GW of PEM electrolyzer capacity for the project.

Those electrolyzers are intended to produce the renewable hydrogen required for synthetic aviation fuel production.

The Khorezm development therefore brings together renewable electricity, hydrogen production, renewable and recycled carbon feedstocks and synthetic fuel conversion within one integrated project.

It is still several years from planned commercial operation and significant milestones remain, including engineering, financing, permitting and Final Investment Decision.

However, the scale of the development makes it one of the more ambitious renewable aviation fuel projects currently advancing in Central Asia.

If completed as planned, it would also establish Uzbekistan as a new production location for SAF and e-SAF serving markets beyond the country itself.
